Position: HSE Supervisor – Rig Move Division

Position Summary:

Penn Mechanical Group, Inc., a leading natural gas and oilfield services provider located in western PA is seeking an experienced and proactive HSE Supervisor to lead Health, Safety, and Environmental (HSE) oversight during rig move operations. This vital role works with the management team and field leaders to ensure the safe dismantling, transportation, and rig up of drilling rigs using heavy equipment including heavy haul trucks, bed and pole trucks, wheel loaders, and cranes.

Duties and Responsibilities:
  • Report to the HSE Director and complete assigned job tasks
  • Communicate with Operations leaders and respond to field safety needs
  • Conduct regular on-site safety inspections and audits at rig move locations
  • Lead and coach Job Safety Analysis (JSA) meetings and pre-job safety meetings
  • Evaluate heavy equipment operators for safety compliance
  • Evaluate and ensure completion of pre-use heavy equipment inspections
  • Review crane lift plans and critical lift procedures
  • Inspect and track rigging and fall protection equipment
  • Verify and track proper certification/qualifications of crane, truck, and equipment operators and riggers
  • Prepare and deliver engaging safety meetings and employee safety training
  • Ensure compliance with related OSHA, DOT, and PADEP regulations as well as API and IADC industry best practices
  • Act as a safety mentor and coach for field personnel
  • Respond to incident reports 24/7, investigate incident causes, help develop root cause analysis reports, assign corrective actions, and track them till closure
  • Facilitate drug and alcohol testing and compliance
  • Facilitate and track CDL driver’s file documentation needs (driver’s license, medical cards, MVR’s)
  • Attend worker’s compensation medical visits and report insurance claims
Required Qualifications:
  • Experience: 5–10 years as a related industry safety professional (required)
    • Experience in DOT, crane and rigging, and/or heavy equipment industries (preferred).
  • Education: Bachelor’s or Masters degree in Safety or a related field (required)
  • Certifications:
    • BCSP Certification – GSP, ASP, CSP, CHST (preferred)
    • Valid driver’s license (required)
    • First Aid & CPR Certification (training experience preferred)
    • PEC Safeland Training (preferred)
    • OSHA 10 or 30 Certification (preferred)
  • Knowledge of:
    • OSHA 1910 & 1926 regulations
    • DOT regulations including Hours of Service and Electronic Logging Devices
    • PADEP environmental regulations related to the Natural Gas Industry
    • Crane and rigging safety standards
    • Natural gas producer safety expectations
    • Root Cause Analysis reporting
